The final version of the Basic Law adopted in April added:-
Director of Immigration; Commissioner of Customs and Excise; and 80 per cent of the members of the Legislative Council.
All the above posts were also made subject to a new stipulation that holders should not possess right of abode in a foreign country.

In a related move the Chinese have announced that
Hong Kong residents having right of abode in foreign countries will not be eligible to serve on a new Committee to monitor the
operation of the Basic Law which they have decided to establish
in 1997.
