CHINESE REACTIONS TO THE BRITISH NATIONALITY BILL o be

1. I submit a paper jointly produced by Mr Walker (RAD) and this Department about Chinese reactions to the Nationality
Bill.
2. The paper analyses the reasons for the strong Chinese reaction to the announcement of our package; and assesses the impact of the counter measures which they have introduced or threatened to introduce. It concludes with recommendations about how we might respond to such counter
measures. As we do not know what measures the Chinese are
going to take (and all the evidence indicates that neither
do they), much of the paper is necessarily speculative.

It is clear that the Bill has hit a very raw nerve at the highest levels of the Chinese leadership. Chinese opposition to the package seems more uncompromising than on any other issue. The almost complete absence of any prior consultation still rankles.
4. That said, however, it is equally clear that the Chinese are in a complete muddle about what they should do. After JLG XV, it is likely that they now accept that they cannot
