It is inevitable, having regard to the qualification that the Basic Law now sets for the offices listed in paragraph 4 of your submission, that the Chinese will identify candidates for those offices from persons who are not excluded by the fact that they have a right of abode in some place other than China. Given the qualifications for those offices now set out in the Basic Law, we too should be seeking to identify and groom members of the Civil Service, and others, who have those qualifications to succeed to those posts in due course. Our package may help us to administer Hong Kong up to 1997; it does nothing for the top posts after that date;
