Consular protection is related to the question of recognition. Some countries do not provide consular protection to their naturalised subjects when such persons return to their place of birth.

It has been said that the French Government makes it clear to those Hong Kong people who apply for French passports that they will not be entitled to French consular protection when they return to Hong Kong.

For certain people, the main reason for applying for foreign passports is the ability to emigrate should something happen. Their stay in Hong Kong is not dependent on the right to foreign consular protection.
