Hong Kong Chinese with

Foreign Passports

As requested by the meeting yesterday,

I have browsed through the record of the negotiations and attach for your reference the extracts relevant to the above subject. For your ease of reference, relevant sections have been sidelined.

2.

As the negotiations focused on the possibility of a distinctive form of citizenship for the SAR and the right of abode in the SAR, the position of Hong Kong Chinese with a foreign nationality which entitles them to the right of abode in that foreign country was scarcely touched upon.

(Understandably, the need to discuss this was not apparent then.) The occasions on which this question was specifically mentioned mostly took place in the margins of the negotiations. Again for your ease of reference, I have sidelined twice those sections which directly deal with this question.
