will not allow the Chinese authorities to recognise British citizenship and this might mean that beneficiaries of the scheme would then be eligible to fill top posts. The Joint Declaration and Basic Law allow people in Hong Kong freedom to travel, but will this mean that British citizens will be able travel in China on British passports? Even if they are able to do so, does the master nationality rule mean that they could not be afforded consular protection? (c.f. paragraph 6.8 of the telex). These are all difficult questions but I think we can predict with some certainty that this type of question will be asked. Are there any other practical effects about which we need to brief Ministers?
