How shall we respond? Our aim should be to avoid escalating the issue, which would serve only to force the Chinese to take more
entrenched positions.
Impact of Chinese statement in Hong Kong.
Further action: Chinese made strong statement to Governor about conflict between our scheme and Joint Declaration.

detail? Action by Mr Galsworthy in Hong Kong? Our aim should be to leave the Chinese in no doubt that they will not be able to torpedo our scheme and that nothing is to be gained by public denunciation
of it. Action on other channels?
