entrenched positions.

Further action: Chinese made strong statement to Governor about conflict between our scheme and Joint Declaration.

detail? Action by Mr Galsworthy in Hong Kong? Our aim should be to leave the Chinese in no doubt that they will not be able to torpedo our scheme and that nothing is to be gained by public denunciation
