Whereas the suppression of the prodemocracy movement has heightened concerns that the political situation in Hong Kong could seriously deteriorate after 1997 and that Hong Kong residents might be deprived of their basic freedoms; Whereas the erosion of confidence in the future of Hong Kong threatens to lead to large scale emigration from Hong Kong, including emigration of civil servants, professionals, skilled workers, and other members of the population who are essential for the economic and social development of Hong Kong;
Whereas Hong Kong residents would be less likely to attempt
to leave Hong Kong prior to 1997 if they believed they could leave Hong Kong after 1997 should the guarantees contained in the Joint Declaration and the Basic Law not
be honored; and
Whereas early provision to qualified Hong Kong residents of a right of abode outside Hong Kong could encourage them to remain in Hong Kong if that right remained valid after 1997: Now, therefore, be it
