Following the telegrams mentioned in your letter, there was further correspondence between FCO and HK Government on import and export figures. I looked through my files but could not find any correspondence between FCO and HKG on the actual drafting of the captioned Ordinance. The only document that may be relevant is Telno. 34 from FCO on clarification of the definition of "controlled substance", a copy of which is attached hereto.

the Ordinance, no exact precedent was followed, in part because Hong Kong does not manufacture any "controlled substances" and therefore we can simply ban their manufacture and in

part because we decided to control consumption by means of an import quota to be allocated administratively, rather than through legislation. We also had the benefit of tying into the Import and Export Ordinance (Cap. 60) for some enforcement issues.
