INTERNATIONAL COVENANT ON CIVIL AND POLITICAL RIGHTS: UK AND DEPENDENT TERRITORIES THIRD PERIODIC REPORT

1. As I reported by telephone yesterday, the UK's Third Periodic Report under the International Covenant on Civil and Political Rights has now been published by the UN (copy enclosed). This strengthens the likelihood that it will be examined by the Human Rights Committee at its Autumn Session in Geneva (22 October to 9 November) although we will not have final confirmation of this until after the Committee has met in July.

I know you are already in touch with the Home Office about representation on the UK team. You will no doubt also wish to give early advance warning to those who will cover the Dependent Territories angle and Hong Kong in particular.
