rely on this. UND were not keen on the suggestion that the UN Commission for Human Rights might have a role: it was a very politicised body. But one of its sub-commissions might be suitable. It was agreed that Hong Kong delegates might be included in the UK observer team at the next meeting of

the Commission.

6. Mr Chen did not believe the Chinese would agree to extention of the Optional Protocol to Hong Kong (since this

would be changing the 1984 goal posts).

Other Matters

7. On paragraph 18 of Mr Chen's fax, he informed us that

he had dissuaded Mr Dieng from pursuing a visit to Hong Kong

in the near future or the issue of self determination.
