Mr Chen, Ms Barrett, Mr Walwyn and myself had a useful discussion this morning of Mr Chen's fax of 26 October to SCA. The following points of interest arose.
Discussion of the Third Periodic Report at the Human Rights
Committee

Mr Walwyn undertook to check on the likely UK delegation (but it would probably be led by Henry Steele and contain Home Office, NIO and FCO (AUS/DUS) representatives). Hong
Kong would then send their views. Mr Chen thought it essential to include a Hong Kong lawyer well versed in the
Bill of Rights and review of legislation.
3. We agreed that, given developments since the Third Periodic Report, we should submit a supplementary report on the Bill of Rights by the end of December. Mr Chen agreed
that Hong Kong would produce a first draft together with
draft lines to take in response to questions.
