5. In our letter of 21 May 1986 we referred to the introduction of a new Ordinance relating solely to the Commission, and this is still what we would, ideally, like to see.
like to see. Indeed paragraph 3 of that letter remains valid in its entirety. Alternatively, we would like to see the existing Ordinance modified. This is a matter which we are ready to take up with the Hong Kong Government direct, as suggested in your predecessor's letter of 10 October 1986.
14 6. Turning to the role of DUS as the Commission's agent, we shall, well before 1997, wish to manage our affairs in Hong Kong directly, without the use of an agent, as we do in other countries. We are currently considering the best timing for this change, but this is one aspect of the situation where we feel there is no urgency.
7. In concluding I must express the concern felt that as long ago as April 1987 Mr Layden agreed to putting forward the question of an agreement on war graves as an item for the JLG agenda. We are now really most anxious that this matter, of multi-national concern, is raised in discussions on the JLG, so that we can make some progress on the texts for a WGA before much more time slips by.
