Thank you for your letter of 23 October. I am writing to bring you up to date on the question of Deeds of Appropriation. This was discussed at a meeting of the Land Commission which took place on 5 December, and I am pleased to say that the Chinese side raised no objection to the continued use of Deeds of Appropriation. At the request of the Chinese side, the British side provided them, prior to the meeting, with a copy of the Deed of Appropriation in respect of the CWGC cemetery at Stanley. They informed the Chinese that the Deed for the Sai Wan military cemetery was essentially the same.

I have been asked by the Hong Kong Government to let you know that they have received the proposals for the amendment of the Public Health and Urban Services Ordinance set out in Mr Reddie's letter of 23 October. These are being considered by the Director of Urban Services.
