POSTAL WORKERS DISPUTE IN HỘNG KONG

The Deputy General Secretary of the Union of Communication Workers has written the attached letter to the Secretary of State about the recent Postal Workers dispute in Hong Kong. The UCW claim that
that the imposition of sanctions provided for under Civil Service Regulations and Article XVI of the Letters Patent vis a vis the warning issued by the Postmaster General, would be a violation of the ILO Convention 151, Articles 7 and 8.
2. I attach a draft reply to the UCW which draws on information provided by the Hong Kong Government. I would be grateful for your comments on the draft and in particular on the claim made by the UCW about the possible violation of the ILO.
