affect significantly the future position of the HKSAR after 1997, an information note passed to the Joint Liaison Group would suffice, if even that is necessary. If you decide that the unilateral declaration approach outlined above is the one you wish to follow, it will almost certainly not avoid the need for the JLG procedures to be followed, but this is something that I am advised you should take up with the General Duties Branch in the first instance. You will in any event no doubt wish to discuss the point in the preceding paragraph with others in Hong Kong before you decide which way to go.
As you are aware, the UK is to have discussions with the Japanese after the summer break about revising the UK-Japan arrangement. It now seems likely that Robert Priddle will be leading a small team to Tokyo including myself and Michael Doig (who is taking over the international services aspects of Maurice Strike's job in the middle of August) at the end of September. It would be helpful to know, therefore, whether you wished us to touch on the Hong Kong-Japan relationship in those conversations. In any event I look forward to your comments on this letter in due course.
