1. Thank you for your letter of 6 February not responded earlier to your letter of 29 November to Chris Wood. As you can imagine, other matters have preoccupied us considerably.

I understand that Option I would cause minimum inconvenience to Hong Kong. However while the number of call signs in Hong Kong is much greater than in other Dependent Territories, the whole subject inevitably gives rise to greater concern and

I would therefore not emotion in more remote island territories. wish you to rule out Option III entirely. Although it could cause inconvenience to the Chinese it could also appeal to them on sovereignty grounds. If the Chinese were offered Option III but decided themselves that it was impossible for them on practical grounds, they could hardly then raise objections to Option I and II on grounds of colonial connotation (if indeed as you point out, they are likely to be sensitive.

This should mean that we can put a paper to the Chinese just before JLG XV. (I note that Doug Martin has laid the ground for the subject to be raised - UKREP JLG telno 33).
