The events of June 1989 in Peking somewhat disrupted consideration of this subject. But Hong Kong now need to start work on a paper to put to the Chinese as soon as possible. I should therefore be grateful for your and copy addressees' views on the following.

You will see from the papers (Mr Wilson's (HKG) letter to Mr Wood of 29 April 1989) that Hong Kong proposed four options:

(I) UK reassigns the "VR" and "VS" series exclusively to Hong Kong.

(II) UK reassigns certain blocks within the "Z" series to Hong Kong

(III) China transfers some blocks in its existing series to Hong Kong after 1997.

(IV) UK seeks allocation of new series from ITU for exclusive use of Hong Kong

Although HKD prefer Option I or II as causing less disruption to Hong Kong, you and other Departments preferred Option III largely in order to avoid disruption to other DTS. (We preferred to put Option IV aside unless all else fails). We put this to Hong Kong (Mr Wood's letter to Miss Ling of 2 August 1989) and also asked for more information about how many call signs Hong Kong would need. We also suggested that we might sound out the Chinese informally on Options I-III before going firmly down one road.
