HONG KONG ALLOCATION OF CALL SIGNS

Thank you for your minute of 22 May concerning the allocation of call signs to Hong Kong. I have little to add to my letter of 6 July and the views expressed in that letter remain unchanged.

However, I would like to clarify para 7 of your minute particularly in respect of the number of call signs that can be manufactured from a single "root". As far as Hong Kong registered vessels are concerned, it is possible to make up 260 call signs from each root. For example, VPB can be used to form 26 call signs VPBA-VPBZ and a further 234 call signs VPBA1, VPBA2, etc through VPBZ9. I note also that on the first page of the attachment to your minute VRHA-VRHZ is not shown. This may be because Hong Kong uses VRHAA to VRHZZ for aircraft call signs but there is no reason why VRHA-VRHZ should not be used additionally for ship call signs.

There should be no problem in the future in forming aircraft call signs; VRHAA to VRHZZ produces 676 call signs, VRIAA to VRIZZ would produce a further 676, VRJAA-VRJZZ would produce a further 676 etc and there would be no clash with the 4-letter or 4-letter plus digit ship call signs.

There should be no problem in forming further amateur call signs.

I have annotated the attachment to your minute (in manuscript) to illustrate some of the above points.

I still prefer option III; this would cause little or no disruption.
