1. Some of these projects (for example, he West Kowloon Reclamation and expressway,and the Western Harbour Crossing) are required even without an airport, and some are expected to be inanced wholly (Westem Harbour Crossing) or partly (Chek Lap Kok Airport) by the private sector.

2. This expenditure should be seen in perspective, against the fiscal reserves of $72.5 billion and the increasing Land Fund, and against the considerable evenue arising from these projects, ncluding potential revenue of nearly $40 billion from land sales.
