I attach for consideration a draft telegram, which Ms Major has contributed to and agrees with. It is largely

self explanatory.

2. I think there could be advantage in a closer liaison with the Portuguese JLG team. There are possible downsides but I believe it is worth putting the point to Galsworthy.

We need to consider carefully to whom the telegram should be

copied.
