Further to my letter dated 4th October 1990, John Fletcher's letter of 8th November and your reply of 14th November, we have now completed the preparation of our estimates of cost to bid competitively for both the Lantau Fixed Crossing Works described in the Government of Hong Kong Highways Department Invitation to Prequalify dated 16th November 1990 and the Airport Platform contract for which prequalification applications are expected shortly. The estimates are set out in the attached schedule, which includes OPF reimbursement to the end of October.

The adjustments to our estimates of costs submitted to you on 4th October arise from the increased costs anticipated as a result of the Government of Hong Kong's revised tendering programme for both the Lantau Fixed Crossing and Airport Platform schemes, the changed requirements of the Government and the reduction in costs of external consultants arising from the Government's decision to undertake the detailed design of the Tsing Ma bridge using their own consultants.

We now, therefore, seek your approval and support for an increase in the Government's OPF grant to Dorman Long Overseas Limited and Costain International Limited of £1.0 million. This sum is the difference between 45% of the new projected cost (£5.025 million in column K of the schedule) and the £1.26 million OPF grant confirmed in your letter of 23rd August 1989. We would again point out that the majority of our claims against this additional amount will fall in FY 1991/92.

We are available to provide any further details or any information you may need.

On a different aspect of the project, I should record that Gordon Manzie and I were glad to have your assurance, when we saw you on 27 November, that you would have no objection to Hopewell Holdings joining AJC as a partner, if satisfactory commercial arrangements can be agreed.
