On 19 November you told me that John Fletcher of Trafalgar House had gained the impression, during his recent visit to Hong Kong, that all land development work for the port and airport projects needed to be agreed in the Land Commission before development started.

As I explained, land retained by the Hong Kong Government does not need to be discussed by the Land Commission. Leases granted to non-Government bodies do. The Lantau Fixed Crossing, which will now be built by the Government, will not therefore need to be discussed in the Land Commission.

You asked whether the Provisional Airport Authority was a Government or non-Government body. It is a non-Government body. That has not delayed any work on the airport so far. Nor do we expect it to in future. The Chinese, as you know, accept the need for a new airport in Hong Kong. The physical work at the Chek Lap Kok site will start under the terms of an Advance Possession Licence which does not need the approval of the Land Commission. Well before any full lease granted to the Airport Authority would need to be discussed formally in the Land Commission in maybe 2 years time, we would expect our discussions with the Chinese on the port and airport projects to have reached a conclusion.
