over the last twelve months in preparing the proposal, in the belief that it was viewed in Hong Kong as a constructive contribution to furthering the Airport Project. At the same time,
time, we fully understand the sensitivities surrounding the Project, and we certainly would not wish to take any action that might cause difficulty for the Government, with whom we hope to continue to work to realise the Project.
I am therefore writing to let you know that, having discussed this with officials of HMG, we have decided not to submit our pre-emptive proposal for the Airport Platform works. It will nevertheless remain available should you at any stage wish to consider our proposal.
I am sending copies of this letter to David Ford and Piers Jacobs.
