All of this was informal advice, designed to be helpful. It remains informal advice. It must be for Anglo Japanese Construction, or indeed any other firm, to make their own commercial judgement as to whether or not they wish to put in a pre-emptive bid.

Fletcher called on Piers Jacobs and Anson Chan yesterday. He said that it was his understanding that the main reason for discouraging a pre-emptive bid was Chinese sensitivies towards a British bid, and that we would be prepared to consider a similar bid from, say, a French company. He also appeared to be under the impression that, for the same reasons, any British bid for the Tsing Ma bridge would not be received. sympathetically. There is no truth whatsoever in either of these fears. Anson Chan made this clear to John Fletcher. I hope he is no longer under any misapprehensions.
