of cut-and-cover rail tunnel are required at the two ends to connect with the Airport Railway project. Considerable preliminary design has been carried out on these two elements of the project. The works are subject to various constraints in terms of design and construction which limit the scope for alternatives. These contracts will be let on a Construct-only basis and it is expected that more local contractors will be able to tender for them.
Contract 5 : Traffic Control System (TCS) and Toll Collection Systems

As with similar contracts in the past, such as the TCS system for Route 5, this contract will be restricted to tendering by specialist contractors, who will be invited to offer turnkey systems in accordance with outline designs and specifications.
Financing Package

Tenderers will be invited to offer, as an option, financing packages for meeting part or all of the contract payments.
We would be interested in those packages which offer attractive financing terms, e.g. low and stable interest rates, long maturity etc. The source of such finance would likely come from export credits. Government will have the option to take up all, part or none of such financing offers.

A provisional programme has been prepared for the five contracts and is attached at Annex B.

The first two contracts to go out for tender will be Tsing Ma Bridge (Contract 1) and the Kap Shui Mun Bridge and Ma Wan Viaduct (Contract 2).
Pre-qualification of tenderers for these two contracts will be invited on 16 November 1990 in the
the Gazette, and advertised in major local and international newspapers. Invitation for tenders will be made in February 1991. ̧

Contract 1 : Tsing Ma Bridge allows four and a half months for the tender period, and three months for assessment of tenders. The contract is expected to be awarded before the end of 1991.
Construction is estimated to take about five
years to complète.
