I set this out at some length to show the sort of difficulty we can get into by acting in a vacuum even though information relevant to our business might be circulating in Whitehall.

I am cabling BTC to reiterate our request that they copy all relevant cables to this Department and I should be grateful if you and FCO would take on board our need to be brought in on all aspects which might have any implications for us.

I am copying this to Messrs Burns (FCO) and Adams (DTI).
