1. Sir David Ford has sent me the attached extracts from the speeches that he and the Financial Secretary delivered to the Legislative Council on 31 October on the subject of PADS.

I think the speeches, particularly Sir David Ford's, read very well. They suggest that the Hong Kong Government is now getting its act together, as far as the planning and presentation of the project are concerned.
