HONG KONg airport PROJECT

Thank you for coming to discuss where we go next on this project last Friday. I thought it would be useful if I recorded the position reached at the meeting. Jim Langford agrees with what follows.

In accordance with the Hong Kong Government's request and your advice we will not submit a pre-emptive bid for the Airport Platform. We will, however, write to the Governor to ensure that he knows the work has been done and that it could still be discussed if the Hong Kong Government wanted to turn to us in future. I enclose a draft of the letter we intend to send and should be grateful to know urgently if you are content with it, as we would like to despatch it this week.

As regards the position on OPF, we were glad to have your assurance that there is no question of penalising us because we are not submitting a pre-emptive bid. With that clearly understood, we endorse your suggestion that Trafalgar, Costain and the DTI must now look at the best way of spending the remaining available OPF money, without prejudice to

to the possibility of further funding being made available. For this purpose we will prepare estimates of what we expect bidding competitively for the Lantau Fixed Crossing and the Platform will cost us, which we will forward to you. We would then look to you for guidance about where to channel OPF money in support of our efforts.
