Even the Kal Tak Consultants' estimate of HK$ 101

could be much on the low side. This is

billion

because

their estimate has only covered the

economic losses arising from foregone forwarders,

travel by air visitors from abroad, and from

on-airport activities (e.g. airlines,

foregone

various

airport

services) and off-airport

activities

(e.g.

forwarders,

travel agento,

hotels, restaurants,

shopping).

These refer Lo

(Likewise, the PADS

Consultants' estimates are

confined to quantifiable economic losses.)

Apart from these tangible losses, There are Jiso

manufacturing, trading and

generally and from the damage to Hong Kong's

image as

commercial and

financial centre.

This could stem from the

highly undesirable situation where air passenger

and Cargo

movements

are being increasingly

inconvenienced or deterred by CAN lack ot

additional airport capacity.

These intangible

economic disbenefits could be very substantial,

and

this

was

also recognised by the PADS

Consultants.

Thus

the

overall

economic

disbenefits could

be

well

in

excess of HK$101

billion.
