Until today, Govarmant was considering a 300 approach. Why the change?
we were considering a privatized approach to the LFC because we bellave that major
infrastructure projects should, wherever
practicable, be carried out by the private sector. This has been something of a tradition in Hong Kong and we think it should continue.
However, as we have considered the situation further, it seamed to 170
