"THE MYSTERIOUS CASE OF THE DOCTORED EXCO MINUTES"

1. I mentioned to you last night that something very odd had happened to the minutes of the ExCo meeting of 2 October, at which the airport project was discussed.

We have conducted a brief investigation into the affair.

I attach the following evidence:

(a) Agenda of the meeting (dated 28 September), including the item "Lantau Fixed Crossing, Invitation for Proposals";

(b) The minutes of this meeting.

You will see that there is a gap of 5 pages in the minutes. Two items (the Lantau Fixed Crossing and GATT) do not appear in the minutes.

4. I have consulted a "professional" (Mr Fisher of our Registry) who confirms that the minutes have been doctored, although he is shocked at the crudely unprofessional way in which it has been done he would have made a much better job of it.

Further enquiries have also revealed that the Memorandum XCC (90) 135 on the Lantau Fixed Crossing, for discussion on 2 October was not included in the (otherwise irrelevant) mass of Exco bumph received in the Department last week, in advance of the 2 October ExCo meeting.
