Lord Caithness asked about the reference by
Mr Galsworthy in his telno 344 to an interview with Zhou Nan
about PADS.
B 2. I submit a copy of the press article, which appeated in
the Hong Kong Standard of 24 September.
3. In the interview Zhou Nan refers to a number of the well known Chinese complaints and concerns about the way the project is being handled in Hong Kong. In some instances he was more specific than the Chinese have been in the past eg. "It's important to know whether (the project) is financially viable, where the money will come from, how much should be raised and how to clear the debts."
