2. EFFORTS BY THE PRIVATE SECTOR

Foreseeing Hong Kong's needs and appreciating the long lead times needed in the planning and construction of major airports, a Consortium comprised of Hopewell Holdings Limited, Cheung Kong Holdings and Hutchison Group of Companies, on the 11th November, 1986, submitted The Western Harbour-Lantau Strategic Development proposal to The Hong Kong Government outlining the importance of improving the various infrastructures of Hong Kong to cater for the 90's and 21st Century. In the proposal it was suggested that an integrated approach to tackle the problems of roads, ports, airport, land and environmental improvement as one entity to achieve better efficiency and maximize cost-benefits. The proposal stated that:

"It is envisaged that the plan would be executed and financed primarily as a private sector effort but with Government's support and possibly equity participation. The Strategic Development will comprise of:-

1. New strategic road link from the border to Hong Kong

Island.

2. New port facilities.

3. Two-runway international airport.

4. Land for industry and housing.

5. Environmental improvements.

In the proposal, three possible locations for the replacement airport was outlined :-

Scheme A

Scheme B

Chek Lap Kok as per Government's previous proposal. Reclamation on Westem Harbour off Hei Ling Chau with runway at 135-315 degree orientation.

Scheme C: Reclamation off Peng Chau - Hei Ling Chau with runway

at 45-225 degree orientation.

All the runway seperations in Scheme A, B, C were based on the Government's plan of 900m runway seperation as adopted for the earlier CLK AIRPORT Studies.
