AIRPORT PROJECT
1. In my telno Otter 187 (para 4) of 24 August, I said that I had been promised a copy of Gordon Wu's analysis of the airport project prepared for the Chinese authorities. This I have now received and I enclose a copy.
2. On a quick run through, it appears to contain few surprises. I have been reporting Gordon Wu's views for more than a year and his comments in this report are consistent with his earlier views. The style is rather more polemical than I would have expected in a document for the Chinese government, but that is Gordon Wu's style. Probably Stuart Elliott, his somewhat cantankerous British chief lieutenant, also contributed to that.
