In sum, Mr. Wu's Proposal would require significant

additional expenditure prior to the airport opening in

Programming

21. In order to develop a programme for Mr. Gordon Wu's

Proposal, comparable to that for the core PADS projects the

construction periods identified by Mr. Wu in his report

have been adopted and certain assumptions regarding

duration of the front-end activities have been included.

The latter provide for all the various alignment studies,

site investigations, committing investors and lenders, and

Governmental approval processes which would be required

prior to competitive bidding for either a Government or a

BOT project.
