We have been trying to overcome Chinese suspicion of

PADS by inundating them with information showing that the PADS project is feasible, is good for Hong Kong, and will

not encumber the future SAR Government with enormous debts.

The Governor briefed the Chinese on PADS during his visit to

Peking in January and has also arranged for briefing at

senior level for the NCNA. Lord Young also gave a detailed

presentation on PADS to Li Peng and Li Ruitian in March. (On

that occasion Li Peng promised to refrain fromm public

comment unless the Chinese Government was formally invited to given an opinion).

At the end of April, Sir Piers Jacobs gave the NCNA

copies of all feasibility studies. This included a
