Mr Maude was grateful for your minute of 2 July attaching a draft telegram from the DTI. He does not think that these rather opaque instructions will do the trick in Tokyo. He would like you to let DTI officials know that he is taking a personal interest in this project, that he has discussed it with the Governor of Hong Kong and our Ambassador in Tokyo, and that he would like to have a meeting with Gordon Manzie and DTI officials (perhaps Christian Adams) to go over the ground and to work out what needs to be said to the Japanese.

2. Sir John Whitehead told Mr Maude this afternoon that he thought the problem in Japan was more a question of getting the companies in the consortium to share out the work, and less a matter of needing to assure them that an Anglo/Japanese consortium could have an inside track.
