1.

In advance of tomorrow morning's meeting, Mr Maude may

wish to know where things stand on the Anglo-Japanese consortium's bid for the Lantau fixed link. Mr McLaren will be chairing a meeting with Sir Gordon Manzie, the Chairman of the Anglo-Japanese Consortium (Anglo-Japanese Construction Ltd) and Mr Christian Adams (DTI) on 15 June to

review current strategy.

2. One of Trafalgar House/Costain's primary objectives in bringing Mitsui into the consortium was to strengthen their position against other Japanese competitors and to reduce the scope for independent Japanese bids. Trafalgar House/Costains were planning to make a preemptive bid for the fixed crossing sometime in late June/early July subject to the ability of Mitsui to bring in certain other leading Japanese partners. But we understand that the Anglo-Japanese consortium is now running into trouble

because:

Mitsui appears to be having difficulties in lining up other Japanese participants in support of the
