1. At this morning's meeting, Mr Maude asked to see a copy of the telegram which the DTI propose to send to Tokyo about the attitude of the Hong Kong Government to the
Anglo/Japanese Consortium.

I duly spoke to the relevant official in the DTI, has agreed to hold up the telegram until he has heard further from us. But he is keen that it should issue by
5 July at the latest.

The telegram has been drafted by DTI officials; but paragraph 4 (covering the specific question of the attitude of the Hong Kong Government) has been contributed by us, following the discussions with the Governor last week.
