A. I think, really, again, that is a hypothetical question. It depends on so many factors. It depends upon what China actually says and it depends upon attitudes at the time...I just can't answer that. You are asking me a question that, frankly, could only be answered by international bankers.

Q....The point that you thought I had missed means that, in fact, you would go ahead and build it from your own reserves if China did not back it and then you couldn't raise the· money internationally?

A. I just can't say that at this stage. I just don't know. I really don't know. You would have a situation rising with, say, China might say, you know, 'we can't give our full blessing to this, there are certain things we don't know', but, nevertheless, the general climate at the time might suggest that Hong Kong not only could go ahead but should go ahead. We might well have the support.

Q9. Oriental Daily News. What kind of information do you think is necessary to whitewash the worries of the Chinese?

A.

To whitewash? Address the worries of the Chinese? Well, if I were being asked to support this project, as the Chinese are being asked to support this project, I would certainly want to have a lot of facts and figures suggesting that the project is, indeed, financially viable. That we can supply. The studies we have carried out suggest that not only is it viable it is actually commercially attractive.

So I think we can satisfy them on that point.

We can also satisfy them on the technical aspects. This is a good airport. So, I think when they see the total package there is really no reason at all why they shouldn't be satisfied with it. Why they shouldn't support it.

Q10. Hong Kong Economic Journal. I think my question is a practical question rather than a hypothetical question, so please answer it. Suppose...

A.

The word 'suppose' makes it sound as if it is going to be a hypothetical question - but all right, carry on.

Q.... Suppose that for some financial reasons, or other reasons, the government has to delay some parts of the PADS projects. Which I items in the package, the whole package, would you think would be likely to be put aside.
