As I mentioned on the telephone, we are experiencing some difficulty over ensuring that everyone in the FCO who is interested in this subject automatically receives copies of relevant telegrams. One way to do this is for us in Hong Kong Department to copy as we see fit. But this procedure breaks down and subjects the telegrams to delay.

2.

In general the "no distribution" given to Otter telegrams works satisfactorily; there is normally no need for a wide distribution and we or COMED usually decide ad hoc if we need to copy within the FCO. But the Airport and associated projects are of considerable political interest and we should be grateful if you could insert on your draft telegrams the following distribution so that copies can be distributed automatically:
