After Sir Gordon Manzie's departure, it was agreed that there would be advantage in making a further approach to Kumagai of Mitsui, followed up by a low key approach to MITI and the MFA. It was also agreed that the telegram of instructions to Tokyo should be revised accordingly and the draft re-submitted to Mr Maude.
