Trafalgar House and Costains have formed a joint venture with

Mitsui originally to undertake the project management of the overall project and to bid for the Lantau fixed links. It has not yet been

decided whether the latter will consist of suspension bridges

(cheaper but liable to closure in typhoon conditions) or tunnels.

Trafalgar House and Costains have considerable expertise in both

fields and are well established in Hong Kong. Mitsui has been

brought into the joint venture in the hope of strengthening their

position against other Japanese competitors. In the last few days

the consortium has decided not to pursue the project management

element of the project and to concentrate on the capital works. HKG had made clear that no group should attempt to do both and that they

saw the British consortium's strength as being in the construction

area. The Trafalgar House/Costains/Mitsui consortium are working

up proposals for the fixed links so that they can respond quickly

to the Hong Kong Government's requirements.
