the port. It will also review and assess port needs, advise on the planning programme for the port and will co-ordinate the various land and marine related aspects. In the meantime, we are compiling a port master development

development programme which will set out the general framework for all port development over the next decade.

This programme will break down the many port related elements contained in the PADS Final Report

and will provide а comprehensive programme of works procedural activities. Separate elements of the programmes are being refined to cover the principal geographical areas of the port; for example, separate development programmes are being prepared for Stonecutters Island South East Tsing Yi, Tseung Kwan O, South West Harbour,

West Harbour, the proposed Lant au port peninsula and so on.

Unlike the development programme for the airport that for the port is incremental in nature. The first

element to come on stream will be Container Terminal 8 Stonecutters Island. On the basis of existing growth rates in container throughput, Terminal 8 should be tendered later this year and the first berth will come on stream by May 1993. Site investigation and engineering studies are already at an advanced stage.

To ensure the timely implementation of the strategy; responsible policy Secretaries are taking all necessary action to expedite projects falling within their areas of responsibility. Thus the Secretary for Economic Services is responsible for pursuing matters that

matters the new airport; the Secretary for Transport is dealing with all matters concerning the transport links to the airport; the Secretary for Planning, Environment and Lands is responsible, amongst other considerations, for land resumption and for the planning of the airport support community at Tung Chung; the Secretary for Works is responsible for monitoring and co-ordinating all works projects to ensure that they progress according to plan.
