WE HAVE DISCUSSED THE ADVICE IN YOUR TUR WITH MANZIE, AND AGREE THAT IT WOULD BE GOOD TO RAISE THE MATTER WITH KUMAGAI OF MITSUI AT THE LUNCH FOR MR RIDLEY ON 14 MAY. (WE DO NOT KNOW WHO ELSE WILL BE AT THE LUNCH BUT THE ISSUE IS OBVIOUSLY CONFIDENTIAL: YOU ARE BEST PLACED TO ADVISE ON HANDLING.)

THE SUGGESTED LINE TO TAKE IS AS FOLLOWS:
PLEASED THAT UK FIRMS ARE COLLABORATING WITH MITSUI ON A NUMBER OF PROJECTS, AND NOTABLY IN RELATION TO NEW HONG KONG AIRPORT. CONFIRM STRONG HMG SUPPORT FOR TRAFALGAR HOUSE AND COSTAIN IN THIS CONSORTIUM, AND BELIEVE THE CONSORTIUM IS VERY WELL PLACED TO WIN MAJOR WORK. (B) BELIEVE THAT MITSUI HAS AN IMPORTANT ROLE TO PLAY IN
SECURING STRONG JAPANESE SUPPORT (BOTH MITI AND OTHER JAPANESE COMPANIES) FOR THE CONSORTIUM. RECOGNISE THESE ARE EARLY DAYS BUT SHOULD MAKE IT CLEAR THAT HMG EXPECTS UK FIRMS TO WIN AT LEAST HALF CAND IDEALLY MORE!) OF THE WORK WON BY THE CONSORTIUM. GIVEN THE CIRCUMSTANCES OF THE PROJECT AND THE UK'S POSITION IN HONG KONG, IT WOULD BE UNACCEPTABLE TO HMG FOR THERE TO BE ANY THOUGHT OF A UK WORK SHARE AT LESS THAN 50 PERCENT OF WORK WON BY CONSORTIUM.
