HONG KONG: OMELCO BOOKLET ON HONG KONG AS AN INTERNATIONAL CITY

1. OMELCO have produced the attached booklet designed to bring out Hong Kong's importance as an international city. It is an

impressive document, setting out sharply the dynamism of Hong Kong.

2.

In suggesting how and why Hong Kong should be further strengthened as an international city, however, it links the Port and Airport Development Strategy (PADS) with internationalisation (page 5). This is likely to excite further Chinese leaders suspicious of our intentions.

3. I also note the booklet was "printed by the Government Printer,

Hong Kong" (back inside cover). This is standard practice and

indeed the Government Printer competes on the open market for

outside work. But consideration should perhaps be given to having

at least certain OMELCO documents printed by a body other than the Government Printer: such references will only reinforce the Chinese view that OMELCO is a puppet of the Government and could embarrass

the Government.
