The Secretary of State has seen your submission of 7 March and agrees with Mr Maude's comments of 8 March. discussed at lunch with the Governor on 8 March, the Secretary of State thinks it would be useful to get Governor Ye to Hong Kong even if he is elevated to Vice Premier (in which case we should get his successor as Governor on a visit to Hong Kong as well).
