Accordingly, I enclose two copies, both of which I have signed,

of a United Kingdom/Malaysia Confidential Memorandum of

Understanding based on paragraphs 1 and 3 of the draft at Annex

2 to the Agreed Record. If you are in agreement with this, I

should be grateful if you would also sign both copies, retaining

one and returning the other to me via the British High Commission

in Kuala Lumpur. We will then be in a position to prepare for the

exchange of notes as at Annex 2 of the Confidential Memorandum

of Understanding, which will need to take place prior to signature of the Hong Kong/Malaysia Air Services Agreement.
