Unfortunately the Chinese authorities have not yet completed their examination of the draft Hong Kong/New Zealand Air Services Agreement (ASA). Thus, for the time being, scheduled services between Hong Kong and New Zealand will continue to operate under the 1982 UK/New Zealand Air Services Agreement.
As you will recall, the separate arrangements agreed between the Hong Kong and New Zealand Governments on 22 March 1989 provide for the introduction of a fourth weekly frequency between Hong Kong and New Zealand. Cathay Pacific Airways (CPA), who will be operating this new service, would like to commence with effect from 1 1 June 1990. Although the Chinese side reaffirmed their support for the ASA separation exercise during the Joint Liaison Group meeting last month, it is unlikely that the Hong Kong/New Zealand ASA bringing the Hong Kong/New Zealand arrangements into effect can now be signed before CPA's preferred operating date. I should be grateful, therefore, for your confirmation that the New Zealand aeronautical authorities will nevertheless permit the new service to operate as proposed until such time as the Hong Kong/New Zealand ASA is signed.
